As per your requirement it seems Ship to Secondary --->should be the primary which will allow all the values from A-->H and matched rows from
the other table.
Is there any reason for having A-->D as the primary ?
Remember that by default Primary table will act as a Left table of the left outer join , hence you will see only A ---> D.
Have you tried Cross DB joins here ?
I don't believe I can do a cross DB join because the source I currently have as primary is Tableau Server and my secondary is excel. The excel version is going to be updated monthly from another team.
It doesn't sounds like I can switch the Primary and Secondary because I need to see all the Ship to whether or not it's in secondary or primary.

I think you should be able to do cross db join since it can happen across data-sources
