The ideal way is to create a User Group in Tableau. You can assign similar permissions to this group of users at one go and tweak it as well.

In combination with creating (Local) groups on Tableau, I'd suggest to set up your permissions per user group on the Default project. As this project acts as a 'permission template', any new project that will be created afterwards, hence that it is on top-level and not nested within an already existing project, will copy all those permissions over from the Default. Once your workbooks are in place in all your projects, you could reset the permission on the Default project to 'None' for all permissions for the group 'All Users'.
