I tried using this for the running %:
RUNNING_SUM(SUM([Pass])) / RUNNING_SUM(SUM([Pass]+[Fail]))
and it seemed to match your numbers.
There is a potential that the field you are using to color the bars may be
interfering with calculations. You could try right-clicking on that field on
the Color shelf and change its setting to be an Attribute.

Before putting the data on the Tableau server, I use Alteryx and make a field named "within Metric" It is a 1 if it is met and a 0 if it isn't. Then in Tableau I use 3 calculations. First is Metric Made: Sum(within metric). then one Total: Count(within metric. the last is % Made: Metric Made / Total.
I use the % Made for the Monthly views.
For the KPI, not sure if I am missing something, but I don't see the change to attribute listed:

Yes, if your KPI is an aggregate then you won't see those right-click options.
I think I've created a mock-up of a similar datasource, and a recreation of your
described calculations. They all look correct.
For the RunningPercent, I used:
RUNNING_SUM([Metric Made]) / RUNNING_SUM([Total])
with a Compute Using of [Month]
I made a simple KPI of:
IF [% Made]> 0.6 THEN "Met KPI"
ELSE "Didn't Meet KPI"
