I removed the existing quarter filter and created a parameter:
Then created a field called quarter number which works out the number of the quarter:
Then created two calculated fields, one for selected quarter:
And another for previous quarter:
Then I added each calculated field to as a filter to their respective worksheets and set it to true.
Ultimately getting this view:

Unfortunately you won't be able to use filters in the way you want. Filtering will remove the rows of data so you'll be able to see selected year, but not the previous year.
The only other way I can think of doing this is to blend your data to itself. However one data source will be have your quarters which are offset and you'll be joining based on quarter = offset quarter.
So for example,
data source 1:
Quarter OFFSET QUARTER (quarter plus one)
Q2 2018 Q3 2018
So if you blend on quarter = offset quarter, then use a global filter, then this should work.
