I don't exactly understand why you'd want to display zeros with no % symbol, but you can do it by creating a calculated field and formatting the number as a string.
IF ROUND(AVG([Discount])*100,0)=0 THEN
STR(ROUND(AVG([Discount])*100,0)) + "%"

When i remove "0" it becomes blank and it becomes a dimension .
is there a way to convert it to measure with those null values without making null values to 0
