I am also trying to get that... the best I got so far is to filter the http_referer field in http_requests table with the entries that contain '/authoring/' text in the field and get the user_id from that tableau. However most of the records shows null but there are a few user_id. Just joined that table with the _users and I got a list. It is still not proved but that is the only way I know so far
Grab the TS Users data source from Shareable Data Sources for Tableau Server . It will list them all for you if you filter to the Measure for Web Edit Events (or something; I can't recall the exact name). You can dig into the Custom SQL if you like to see how it's being pulled.

I should clarify--that doesn't provide web-edit access rights, it would describe who has been web editing in general. And you could pull the SQL out to determine who was editing what, when.
