Have you checked the permissions ? Do you have rights to download ?
Also are you using any parameters or such in the URL ? Try removing them and try again.
permission was okay, no parameter whatsoever, and I'm using admin user too

You could indeed upgrade. That might solve your issue.
However this behavior was narrowed down to having /var/opt/tableau as a symlink of /tableau/var/opt/tableau. Currently using symlinks to move Tableau Server directories out to alternate root directories is not supported.
The recommended solution at this time is to do a backup, run the obliterate script, and define the data directory during reinstall using the -d switch during initialize, for example:
sudo ./initialize-tsm --accepteula -d '/your/directory/'
An alternative solution that is currently not tested, but might work, is the following procedure:
Stop the server, delet the symlinks between /var/opt/tableau and /your/directory, re-created /var/opt/tableau, run "sudo mount --bind /your/directory /var/opt/tableau", and restart the server.
The above would need to be added to /etc/fstab to survive a reboot, for example:
/your/directory/ /var/opt/tableau/ none bind

This what we did to get download working (we utilised also symlink to prevent getting /var 100% full):

# systemctl stop appzookeeper_0.service
# systemctl stop licenseservice_0.service
# systemctl stop tabadminagent_0.service
# systemctl stop tabadmincontroller_0.service
# systemctl stop tabsvc_0.service
# rm /var/opt/tableau (symlink)
# mount /dev/mapper/vgData2-lv_data2 /var/opt
# mount| grep var/opt
/dev/mapper/vgData2-lv_data2 on /var/opt type xfs (rw,relatime,seclabel,attr2,inode64,noquota)
# df -hTa | grep "/var/opt"
/dev/mapper/vgData2-lv_data2 xfs 70G 18G 52G 26% /var/opt
# systemctl start appzookeeper_0.service
# systemctl start licenseservice_0.service
# systemctl start tabadminagent_0.service
# systemctl start tabadmincontroller_0.service
# systemctl start tabsvc_0.service
# tsm start
Tested functionality of the system:
- Statistical views ok
- Workbooks OK
- Projects OK
- Users ok
- License OK
- Data Sources (just one) OK.
- Downloading Data Source OK
- Publishing new Data source OK well and
- Downloading new published Data Source via WUI works just fine.
On version Tableau Server Version: 2018.2.0 (20182.18.0627.2230) 64-bit Linux one stop-command replaced with:
sudo su -l tableau -c "systemctl --user stop tabadmincontroller_0.service" (and same for start)
