That's very interesting! I had assumed they were XML, but had never looked until now. I think you are correct that they are a binary format.
Other than using a hex-editor and some top-notch hacking skills, I'd say they are not editable by anything other than Tableau Prep. And the hex editor probably voids the warranty

It's a .zip file. Change the file extension to .zip, unzip it, and you'll have an XML file to play with.

Wow... amazing! How i’ve missed the try to rename extension.
If you don't want to change the name to .ZIP and again change it to .tfl, here is the simple solution.
Step 1) Right click on flow file and click "open archive"
Step 2) Drag "Flow" file out and made the desired changes in the file using any text editor tool like(Notepad++)
Step 3) Save the file and drag back the modify "flow" file back. It will ask you "Confirm File Copy", click Yes.
You are good to go.
