This is related to the level of detail of your view. Bus. Sector is breaking up your view. I don't see any difference between Excel export and Tableau. Rows 2 to 6 in excel belong to just 1 card title (Project Specific). Same granularity is also seen in Tableau.
If you copy column E in excel and paste it into a new worksheet, go to Data tab and remove duplicates. I believe you will only get 17 unique card titles. If you don't want the multiple rows, then remove Bus. Sector from the view.
There is actually no difference between your Tableau and Excel outputs. You were only counting the number of panes in Tableau not rows. Although there are 17 panes in Tableau but there are actually 39 individual rows. Count Lane Path instead to see what that you have 39 rows. You can also create a calculated field INDEX(). Convert this to discrete and drag it to the first position on the rows shelf then you will see that you will get exactly the Excel report. So, it is 39 rows in Tableau and 39 rows in Excel.
