In the attached workbook you'll find the solution. Here's what I've done,
1) Separated Menu items into 3 different containers so each acts as a button. I duplicated the menu worksheet and kept only one menu option in each sheet then added these sheets to dashboard.
2) Then under dashboard tab > Actions > filter > source sheet > Menu dashboard > check "menu" only > Under Target sheets > Announcement dashboard like this,
repeat this for 2 other menu options. So you'll have 3 filters in total.
3) When you click on Announcements it should jump to Announcements dashboard.
4) There I have added a back button which when clicked takes you back to Menu dashboard. Just a nice to have. For this refer Back Arrow.

Thanks Shiva for your help! For navigation menus is this a better method as opposed to URLs?
Wendy- for URLs to work your dashboard needs to be published, every time you want to present the workbook or even work on it you'd need internet connection. If you want to navigate between views within the same dashboard "Actions" is an ideal solution. URLs are more for navigating from one dashboard to another or lookup stuff over internet. Hope this helps.
