Yes, it def works in your tableau workbook. I don’t know how to extract my tableau workbook correctly, so I’ve attached a more comprehensive data set.
I have applied a max top 6 for Month_end
Ops_state = 06_LIVE
Service_group to exclude: Platform – WPC and Platform – VMWare
Then I create a calculated field off of serial for a countd.
Doing all the above, my results don’t match up to the correct top 10 even when applying month_end to context..

I think I don't understand your issue clearly, are you looking for top 6 months? or top 10 service groups? or both? What I've done is, created a calc field - 'Serial Count' - COUNTD(Serial).
With only Top 6 Months by Serial Count to context:
If I add both Top 6 Months to Context and Top 10 Service Groups both by Serial Group, I get this,
So here, whatever you put in Context, Tableau filters it first then moves to other dimension filters. Refer to Tableau Order of Operations.

No, that doesn't help. I am looking for the Top 10 Service Groups for each month for a rolling 6 month period.
If you look at my images I got the same results as you. However, if you look at image003, the data in excel is showing different results.
There must be a step in tableau that I am missing that can help solve my problem..
The data you provided works perfectly fine. Can you share the full data?
