I've done these a number of times for construction project tracking and it's near impossible to recreate the Excel graph without start/end dates for each phase, but I gave it a shot with the data you showed. I pivoted all of your dates other than [Anticipated Start Date] and used that field as a dummy for all of my start dates. I then created duration calculations for Actual and Planned, which are just DATEDIFF calculations between the [Anticipated Start Date] and the corresponding end date.
I'm not sure how close this will get you as it's not a clean approach, but it's the best I could come up with based on the data structure.
