Can you join datasets over a common field to make it easy for you.??
1. Do you mean as one data source? - answer is No. Since they are published on server and each has its own content.
2. I already have them joined with relationship on common field (for blending).
You say you created the filter on source 1 – so as far as your filter is concerned, this is your primary data source. You should see all data from source 1, but not necessarily from source 2. So you say your primary data source is source 2, but it’s not really – not for the filter you’ve created. If you look at the filter on sheet 2, does it look like this:
Note the orange tick? This tells us it’s a secondary data source.
If you need all data from source 2, you should create the filter from source 2 and then apply it to source 1.

As per my experience , Cross data source filtering is actually not exactly blending unless you drag and use a field from secondary data sources.
When you apply "All using related data source" options to filter and define relationship the orange icon says there is a relationship of that field to other data source but not necessarily blend.
Also, unless you blend the data source it will not work like left join , instead it depend on the fields values on primary ..(kind of inner join).

which at the bottom says "Any data that does not match the data in the source field is excluded from the target fields, and will not appear in your worksheets or in your filter cards."

Exactly. It has orange tick. This is the problem. If I create filter from source 2 and then apply it to source 1 I have problem on sheet 1 where source 1 is primary. Tableau should manage this as data blend and apply filter only if values are selected and not if I select all values (Use ALL). I will create an Idea.
Thank you. It confirms what I was afraid of. So basically Cross data-source filters are on real project with workbook from multiply data sources useless without workarounds.
