You could create another sheet without any formatting and CSV export friednly version of you data.
Hide this sheet in dashboard and ensure that you rename this sheet in such a way that this sheet appears first (alphabetically)
i.e. You have 2 sheets
1. A - this is your export version sheet
2. Z - this is your actual view sheet.
Once you click to export as cross tab by default it takes the first sheet in dashboard into consideration. i.e. A

I got your idea, but am not sure how to consider sheet A by default when user click on Sheet B and then export.

The basic idea is when you have no sheet selected while exporting. By default Tableau exports first sheet. i.e. Alphabetical order
If you select particular sheet in a dashboard then Tableau exports selected sheet.
I have duplicated your sheet as cross tab and removed unnecessary columns and renamed this sheet.

The above solution will work if we have less no of sheets/dashboards in the workbook.
I don't think it works in my case, because i use 9 dashboards in a workbook and has drill downs from one dashboard to other dashboard. Moreover the volume of lowest level data has close to 1M. If i duplicate this for all 10 dashboards which will surely hit the performance of the dashboard.
Note: I do have 4 other visuals(sheets in each dashboard) at summary level on top of this detailed data.
Please let me know if there is any other best solution to address this behaviour?
I am not sure about any other better way to do it.
