I may be misunderstanding your issue, but going off of the screenshot of the data I think that one of the first steps would be to split the "audit category + section" into two columns. This should allow for the use of level of detail calculations to get at what you want.
If your problem is that you're missing the non-audited sections in the cross tab, I would suggest you check to see whether you have those sections in your data showing missing data. If so, they should appear showing "Null" as you're looking for.
If you're just looking for the previous month's information, I'd check out the functions lookup() and previous_value() to see if they would get you there.
If you've got a workbook that you could post, it would make it much easier to see what you're trying to accomplish, and it tends to be the best way to get help on these forums.

I'm still not entirely sure if I understand what you're looking for as the final product. Are you trying to get the running average of scores, weighting the current audits .6 and recent avg .4? If so maybe check out https://community.tableau.com/thread/145725, they mention weighted moving averages
Or is that just the absolute last step and you're having trouble with something along the way (e.g. dealing with the dates, getting the right LOD calculation)?
