    compare regions with filter

I'm new to Tableau and I'd like help creating a visualization like this below that displays the percent change in income by household income quintile (bottom, middle, and top) for various regions of California. I've created a filter where a user can select a region to look at, but what I'd like to do is have the three quintiles for California always appear (in shades of orange) so that the region a user selects can be compared to the statewide trend. So the regions will appear in three shades of blue, as shown, and I'd like California to always show up on the graph in shades of orange. Any tips on how to create this? I've tried many strategies, but haven't managed to get it to work. Thanks!
