Hi Holley Easter,
Welcome to our forums, my apologies for the delay.
It might be the local tablicsrv service that cannot connect to Tableau Server FlexNet Licensing service.
We have this article providing you with two options in order to solve your issue: Error “No license found for 'TableauServer'”*
Could you please try it out and then get back to me?
