Let me see if I understand your question.
You have a data source with many, many provider numbers in it.
You want to use an input file to filter some subset of them.
Do you control that file? Or will the user want to feed that list to the filter?
You can do either one. But the approach will be different depending on how you want it to work.

In the attached (V8.3 -- will upgrade to any version you are on) is a sheet with 3000 customer IDs. And it has a filter on Customer ID that is set up to be multi-value custom.
Also attached is a simple excel file with the values 1-13 in it. If you select that column and CUT, then go to the filter and PASTE it into the box, the sheet will show only customers 1 through 13.
You can apply the same principle for your users. If they can have some list from Notepad or excel that they can CUT, then they can just PASTE it into the filter if you set it up that way.
