Once you have created your parameter you need to use in your calculation variable to link with your data.
For better understanding follow below steps :
Create Parameter : Select Category
Create Calculated Field : Param Category
In calculation use your parameter is equal to category dimension.
Using calculation in your dashboard
Drag calculation field Param Category and select filter value is True.
Final Version :
Now whatever you select from parameter you can use dynamically in your dashboard.
This is how parameter work in Tableau.
If i got it right i am assuming you are wanting to see the data for this year only or atleast respective to the year of the date put in into the parameter? If so
Create a Date based parameter = "DATE PARAMETER" after which create a calculated field as below
Calculated field name = "Date filter"(you can keep anything)
Put this into filter and i think it will restrict to show only the data for the year as per this year.

I think this is not feasible once you created parameter it will store only the values which are provided during the creation time .
Year is an object has values 2015,2016,2017
Created parameter based on year objects now It will have only those 3 values,If you try to run after one or 2 years also these values will remain same .(Even If the Year Object values are updated from data base).
