Do you have multiple Disks on your server and did you install Tableau Server to the same disk / folder location as the older version during the upgrade?
Also, can you perform a search on the server for any *.tsbak files. Hopefully you will find one from when you did the uninstall

Is restoring from the backup an option to resolve this? (Or are you just wondering how it happened?)

Last time when we upgraded from 9.1 to 9.3.6, we didn't encounter any issues after upgrade when we open the tableau server page we saw all our previous changes.
Now it asked us to add an administrator account under localhost, this is new thing prompted and as mentioned above we selected make a backup before uninstalling option before installing.
I am wondering why its not showing any of our previous changes after upgrade (did we select anything wrong)

Doesn't sound like you have done any thing wrong.
If the previous installation was in D:\Tableau, this means that the Tableau Data should also have been in D:\Tableau. Was this the case?
When completing the new install, and installing to D:\Tableau, is the new data folder in the same location as the previous one?

You shouldnt need to restore as part of the upgrade. However, if you are not seeing the data you expected, then restoring from the old backup will work.
