You can create a calculated dimension, that writes like
IF contains([country],'United States') and isnull([DMA])=FALSE then 'DMA Modeling Data'
elseIF contains([country],'United States') and isnull([DMA])=TRUE then 'US but Null DMA'
elseIF isnull([country])=TRUE then 'Country as Null'
else 'Non US Data'
and use the dimension above to create waterfall. (choose gantt bar, with negative in size, color shelf with DMA modeling data being different)

I was able to come to this point.
What I want is that the country is that the total number of records should be included in the waterfall chart and the number of records in modeling category should be the ending total.

Not sure if this is exactly what you're looking for but I reversed the measures so it can be calculated to subtract from the total - the size represents the #of records. Please find below screenshot and attached workbook.
