It'd be helpful if you could post the full Tableau window, or better yet use some sample data!
This may help you as well! Finding the Top N Within a Category | Tableau Software Except use the RANK() function instead of INDEX()
See how I did it in attached workbook using super store sales!
-Sort the "Category" however you like
-Create a RANK - For this example i did RANK(SUM([NUMBER OF RECORDS]))
- Click the drop down carrot for RANK pill > Compute using > (whatever you wish - for this example i did sub-category)
-put RANK pill in between
Let me know if this helps!

Thanks for your reply. I have attached a sample bar chart to my question.
In this chart, I need Market M3 to be shown on top as it has the region with highest rate.

I am having some issues in sorting bar charts as well as in the table. For some reason in spite of performing the sort on the dimension for the measure, it still does not sort appropriately. Can anyone please help.
The problems I am facing are in the sheets called "Inventory New Performance", "Inventory New Performance - Graph" and "Geo Location Report"
I am attaching the tableau workbook. if someone can help me it would be great as I am struggling with this for long.
