Thanks Chen Lei. Based on the post, the site admin does not have access to use tabadmin so that he/she can not customize the logo. Is that correct?

Correct if you are NOT using Tableau Online. Also, tabadmin is not tied to Site permissions (Administrator, Publisher, Interactor, etc.), it is a command-line operation thus to execute it one would need access to the server that Tableau Server runs on and have rights on the server to execute tabadmin.
