I'm not sure I'm following your question. Will you clarify exactly what you're trying to reproduce?
Am I understanding correctly that you are referring to the dots in the far left column? Can you include a link to where you found this? Are you sure this was really made using Tableau? The only techniques I know of that approach this can be found in Older But Still Useful – Conditional Formatting | Drawing with Numbers, but I don't know how to make it look exactly like that.
For the dots, Ryan Sleeper has a really good blog of tips and tricks. One of them is using a custom number format on a calc field to give custom shapes. What you can do to get the dots is create a calc field that is only negative for when you want the indicator, and give that number field of ";●", where the circle is the unicode circle. You can then color the circle via text color. It's not a graphed dot with the highlights etc., but for presentation purposes looks just fine.
For the borders, my first thought is to just use floating panes on the dashboard type and a filled in label for the title.
