If you'd like to have everything on the same view, you may need to use a combined field. See attached.
Another option may be to use 2 different vizzes on a dashboard and show one or the other based on the selection.

thank you for the response (sorry for the delay in my response). what I ended up doing is this;
built the parameter to contain one value for each region and then a "system" value. THen I have two worksheets, one for the system and one for the individual regions. what happened next is something that most of you may know...but I did not...
When I select a value that does not exist (system or a region) the dashboard does not show the worksheet...it seems to hide it automatically.
So, I have two worksheets placed one on top of the other (identical "title" and position and size. Each of these worksheets use the same parameter so I am sharing that. The result is the twbx file seems to show "magic" but its all "slight of hand".
