If you are constrained with the way your data is structured, i.e., the measures and dimensions in your data, then I would also be interested to learn if there is a solution to the requirement.
However, if you are not constrained on the data structure, and are able to change the measures to an 'Account' dimension type structure, then you should be able to use the fact that you are selecting different members of the dimension to show different values or number of rows using dashboard actions. One of the benefits of this approach would be that you can click on the header row or header column and get all the values across that header - i.e., you could click on 'Multiple Offer Counts' and see all the rows that make up that metric across the different HR Heads.
I'd be very keen to hear other opinions on the challenge...

Thanks for the help but I cant change the structure of the data as it is defined in the datasource itself and the way i am looking forward to the action filter to work is in the attached workbook.
I tried to apply action filter to all the measures in the source sheet but it is giving me the blank data for the target sheet. I understood the reason that why it is giving me blank target sheet but really need to know whether this is possible by any other way or not..
