I think that you are trying to do 2 different things.
When you are exporting an image to PDF (including the filter), you are exporting an individual view, which is why the filter is able to be applied.
tabcmd get "/views/TDB/reportname?StoreChain_CountryName=USA&:refresh=yes" -f "D:\Program Files\report_name.pdf" (or something)
When you are exporting the whole TWBX, it isnt possible to assign a filter to that whole workbook (as this can contain many views, some of which may not understand that particular filter.)
This (I think) is why it is failing.
I dont think that it is possible to export a workbook with those filters applied, unless the underlying views have those filters set in them (ie published with the filter set)

I confirm that export a twbx with URL Filter is not possible. It is work only with image format or pdf.
