Not really...There's no UI or Tabadmin command to restart individual processes. When a process fails or is killed, the Cluster Controller will automatically restart almost* any process. If it cannot restart the process, there is likely something else wrong that necessitates a restart (via tabadmin restart) or some other troubleshooting. That being said, you should technically be able to kill the process from Task Manager and the Cluster Controller will restart it but that could cause some unintended consequences. Furthermore, killing a single process (like one backgrounder) will not kill all of them and you'll have no way of knowing if you are killing the correct process. Out of curiosity, what is driving the question? Why do you need to restart individual processes?
*Note: The Cluster Controller cannot restart itself or the "Coordination Service" (Zookeeper) which monitors the health of the components.
