Perhaps another way to do this would be to create a calculated field to act as your filter. Create a calculation with a formula similar to this:
IF [Select Level] = 'REGION' THEN [Region_nme] ELSE [Country] END.
Make that calculation your quick filter, remove the existing Region_nme and Country filters.

While I don't know of a way to hide filters, perhaps you could replicate them as worksheets, then use dashboard actions to pop up the "hidden" sheets. I threw together an example of how this might work. The workbook is in Tableau 10. Just click on a state to bring up a list of cities, and so on. Let me know what you think of this idea!
