I am unable to open your attachment for some reason. I was thinking a combination of a calculated table that's calling a parameter, but it's hard to tell without seeing the file. Also, have you tried looking into Level of Detail (LOD). You may want to calculate your counts at a different level. Lastly, Stephen Few has a few books out on data visualization. In those books he talks very strongly against pie charts.

I was able to open your workbook, but I'm not sure what exactly you're trying to achieve. If you're looking to label the chart with the % of total, try this:
The Table calc on the SUM(Number of Records) with the Label icon next to it is Quick Table Calculation -> Percent of Total. Since we're basing the sizing and labeling on the Number of Records, it will dynamically change based on the filters the user sets. Try it and see if it's what you're looking for.
