Yes. It's the trigger you need to figure out. For example, maybe you have a calculated field using the ISNULL() function
If the field you are checking is NULL (has no data) then Data Present? will return a 1 and thus allow a VizAlert to trigger. If data is present (a non-NULL value) then NULL will be returned instead. Since NULL isn't a value this shouldn't trigger the VizAlert.

I cannot because it depends on how the data is in the workbook.
At a minimum we would need a packaged workbook to work with.
As Toby wrote having a Tableau packaged workbook (.twbx) would be great, also we need to have clarity on what you mean by "data is empty". That could be:
- data values are NULL
- data values have some other value
- there are no records
- some combination of the above
The exact solution depends on that.
