If the datasource is excel then, right click on the data base and select the edit data source option. Once its show table and column details below. select all the column select Pivot option.
This will create only two columns which you can further use. Refer screenshot below. (After pivoting)
This only works with excel data source.

Thanks for your response but my data source is not an excel sheet. It is coming from a database where I cannot use this feature of transpose.

You're doing Excel thinking, you need to shift to Tableau thinking. In Tableau you can not create either the first or the second screenshot you posted, since these are all dimensions, and Tableau does not treat column headers and rows the way Excel does. What are you actually trying to accomplish? And what is the Dimension or Measure that tells Tableau how to divide up you data on the other header:
Tableau simply is not a cell-based software. Once you get that single bit of information, Tableau becomes a joy to work with.
