    Formating using a metric

Below is a metric that i have created to format the table values if a condition is not met. Where Production goal is a parameter and the value is set at 3.0 and disapproval goal is another parameter set at 0.00%.  If my production goal target is met or not met the same formatting is showing across the table. The formal is not considering the second conditions. Is there a better way i could do this.

IF [Releases per hour] >= [Production goal] then "Green"

ELSEIF  [Releases per hour] <= [Production goal]THEN "Red"

ELSEIF [% audit disapprovals] >= [Disapproval goal] then "Red"

      Else "Green"
