However 9.3 version allows Project Leader to change the owner of any contents within the project. If you use site, site admin can always change the owner of contents (and do everything with the contents). In this sense, your Project Leaders and your site admins are kind of 'co-owners' for the contents. You can have multiple Project Leaders for one project and multiple site admins for one site.

Your server admins, site admins and project leaders will be the owner of the content. These three people will have the right to change the ownership.

This is not correct! As Mark said, it is true that those people can change the ownership.
