Finding Top N within a Category at Dynamic levels

I was able to get the Top N within a category to work when a Metro Area is selected on the dashboard. But if there is no Metro Area selected or if only a state is selected then it doesn't quite work. Is there a way to get this to work at multiple levels depending on the selections in the filters. So if no selection is made it returns the top N regardless of Metro Area or State and if a State is selected by no Metro Area than it will show the top N at a state level...?
