Tableau Desktop creates a filter when data is exuded from the view. In the filters shelf you should find a filter with the same name as the measure or dimension your excluded data is a part of. For example, if "West" was excluded from a chart of sum([Sales]) by [Sub Region], the filter would be called Sub Region. To bring back the excluded data, remove this filter either by dragging it off of the filter self or right-clicking and selecting remove.
