Can you describe a situation where using the CSV doesn't work? You can log into the server's web interface as an administrator and add users via AD (groups or individuals) but I feel like that's not the solution you are looking for. Is your server set up with AD or local authentication?
I'm user Powershell script to run TabCmd and add list of users to TableauServer throught tabadmin "createusers" command.
In tableau online help i found samples of this, but this samples looks like this: tabcmd createusers "users.csv".
My question is - is there a way to add users or just one user, not using .csv - file? I need to add user to server directly from cmd, not from .csv file...
And also I'm looking for tabadmin or not tabadmin comand, which can help me to get all user's list from TableauServer or selected site...

That sounds like a cool use-case! I took a look at my resources and I do not see a way of adding users via tabcomand but it looks like there may be some possibilities to add them using REST APIs - check out this article, specifically the Adding A User section: http://onlinehelp.tableau.com/current/api/rest_api/en-us/help.htm#REST/rest_api_ref.htm%23Add_User_to_Site
I'm sure you've probably looked at tabcmd Commands but wanted to make sure that was a resource for you.
