Though I select 'on hover' option , I can see tooltip on hovering over line.
I don't believe its possible to hide the tool tip just over the line... that said I maybe proved wrong!
I had hoped the On Hover option may provide close enough functionality but as you have indicated, it doesn't for your needs.
Hoping someone else knows something I don't...

Good logic to handle..but I already have dual axis in my sheet.
I have two measures that are already represented in dual axis.
It wasn't until a couple of months working with Tableau that I discovered how to add multiple measures to a single Axis, removing the need to use dual-axis in many scenarios...
This won't work in all circumstances, but it's how I've worked around dual-axis charts in many circumstances.

Here's an example using the Superstore data with Profit Quantity and Sales all on one axis (Measure Values). I then CTRL-Dragged the Measure Values Pill to the right to duplicate it on the Rows shelf, setting Measure Values (2) to be Circle, as you suggested. After removing all Tooltip data on the first Axis, it performs as how I think deepthi v is looking for.
Now if only we could have a third axis... ;-)
(Maybe this could be a tooltip feature request? I'm a fan of this behaviour and hadn't considered it prior to attempting to answer this question)
blended axis works for my scenario.
