I'm not sure that I fully understand your question. Would you be able to provide some more details and/or a screen shot to help explain where you're referring to?
I think you are not selected anything in server so the view shown all.
if you select any category then this will show correct one.
Dynamic titles... I have attached an example
Tableau can pick up the detail and use it in a title but it has limitations.. Dynamically Updating Titles | Tableau Software
What is shown in the title will be linked to your filter, if you select <= 3 they should show in a list.
Once you select 4 (or more) it will say one, two, three and 1 more
5 will say one, two, three and 2 more etc.
If/ when you have no filter applied, it will say All.
You may also need to place (your field) on the detail shelf for it to become available in the title
You can add table calcs such as max/ min to dynamically amend what is shown.

OK I know how I can use a column in a title.
The problem is if I select more than one record (from the column what is used in the title) not listed 1 & 2 just show 'ALL'on the server.
BUT it is working in the DESKTOP... So I don't understand why..
I used this in the title: 'Opportunities of other Sites for <Part Number> Part'
Apologies, I misunderstood the question - its about the behavior of dynamic titles in Desktop vs Server.
I just tried uploading the sample I provided earlier to my Server and I have no issue, it works the same on both.
I'm using 9.0.4 for both. I presume you're using the same version for both Desktop & Server?
Could you try uploading the sample I provided to your server and see if that works?
I'm trying to determine if its specific to your original workbook... before we look at other things

I tried with Tableau 9.0 Dekstop and Server version but the problem is same :(
There is a serious security issue with pre9.0.4 (server) I would strongly advise upgrading… it may also cure the problem
Post a sample workbook. At this point someone is going to have to get a hands-on look to see what's actually happening here.
