This error generally indicates that another process has this file open when Tableau is trying to use it. Do you have virus protection running on your Tableau Server? If so, you should exclude the path above from real-time scanning.
I moved recently from 3 background tasks back to 2, could this have something to do with it? I haven't changed anything else, still working 2 background tasks shouldn't affect it?
Anything is possible but I wouldn't think so. There would be no reason for more than 1 backgrounder to try and touch a particular temp file.
I'd open a support case if I were you. BTW, do you run virus protection on this machine per my previous response? Just curious.
Nope, no virus software is running.
Our dept is getting this error....
com.tableausoftware.nativeapi.dll.DataSourceException: Tableau Data Engine Error: 4: The requested operation cannot be performed on a file with a user-mapped section open. - DataFile::Resize(path="D:\Program Files\Tableau\Tableau Server\data\tabsvc\temp\tmp391.tmp", size=1310720) - (details: err=1224, currentSize=1376256, operation=SetEndOfFile)
on and off at least 1-2 days a week.
It continued to happen even after we except the Tableau directories from Antivirus scanning

How did you both get this problem sloved? Can you share with us? I met the same issue recently and have opened up a support case for Tableau support team. Haven't heard from them till now.
That was solved last year 2015 from what I recall we did these 4 things:
1-Expanded the hard-disk space on which Tableau server was installed ( this is also the space that is available for the temp directory to run processes and store files when it is doing extract refreshes)
2-Upgraded to Tableau server v 9.1
3- Created a script to automatically run Tabadmin cleanup on a daily basis.
4- Decreased the logging level especially for Zookeeper
