I ran into this last week. Try downloading the workbook or datasource that you're trying to refresh and then republish it. If you're getting an error on download, then it's the same case that I had last week and it was a mystery as to why it occurred because it hasn't occurred before. I ended up restoring my backup to the dev box and then getting the workbook from here and republishing it to prod.
Have you recently restored Tableau Server from a backup? And which version of Tableau Server are you using? You may try this article for some troubleshooting:

I never tried restore ,I took backup Saturday night (tableau admin stop,backup,cleanup,start ) .I am running V8.2.2
I am running 8.3.1 and it happened here. It's quite scary when these things happen out of the blue without any reasonable explanation.
In my experience there is no way to fix this error without restoring the file from backup or just republishing the workbook and or data source.
As to why this might happen? Did you have a data engine failover event recently? sometimes if rsync fails and the passive data engine files were not up to date, files can be deleted when the passive gets promoted to primary. This is resolved in version 9.0 with the total re-working of the data engine file store process.
Another cause could be that refreshes were being run while a tableau backup is running. Then when the backup is restored any file that was refreshed will be missing. This was fixed in the latest release, 8.2.9 and 8.3.4. some details here: 8.3.4 | Tableau Software
