Go server installed system - control panel-services-tableau server- restart server.
Restart the server then login. sometime it will down.
I am not a server expert but when I have restarted Server I have used the icon tray in Windows
Right click the Server icon, Choose Restart Server...
It should show a status of RUNNING (I think?!) once restarted
If that doesn't help, you'll need to wait for more of a server expert!
The other answers are correct - you can use the tableau monitor program to restart the server.
The alternate method which is perhaps more advanced but provides more information and puts a lot more power at your fingertips is to use tabadmin. The tabadmin commands are similar to tabcmd but are used for administrative tasks like configuration and troubleshooting, See the instructions here: How to Use tabadmin
before and/or after restart you can use tabadmin to check server process status with: tabadmin status -v

I've actually been searching for how to check the server status for a while, thanks for the command: tabadmin status -v
Even though, I still can not figure out how to see all the server parameters' value, like vizquery.limit = ? or background.limit = ?

Just wanted to chime in and advise it is best practice to not restart Tableau Server by starting and stopping the Windows (tabsvc) service. This can result in corruption in the internal PostgreSQL database. We highly recommend restarting by using tabadmin or from the Tableau Server Monitor, as described above. Calvin is 100% correct. We just had a situation where our server needed to be restarted. Once you are actually in the box that Tableau Server is installed on, it's a simple tabadmin restart command and you're good to go.
