I work on part of the dev team that triages every incoming bug from our customers. I have not seen any issues around this so I would highly suggest that you email our support team to start an investigation into your issues.
Email them at firstname.lastname@example.org to get this going. It would be best if you could provide a write up pointing out the issues (screenshots appreciated).

Zachary, you got me concerned about upgrading to 8.3, did you reach any viable resolution with support?
we even faced a similar challenge at the time of publishing from environment to environment..
Connect to the serve and data source. Create a Duplicate data source and remove the actual data source. now it will allow you to swith the user .and then connect to the data source on other server. .
This process will allow you to publish.
Once other thing we have notices is that try using IP address. instead of fqdns name.
Diego, if you see this, can you validate or invalidate stability issues with 8.3.0, and advise as to whether I should wait for 8.3.1? Can you advise on whether a patch release 8.3.1 is this year or next?

It would be helpful if this is raised with support as they can then validate these issues. Having a post titled "significant issues with 8.3" does look a bit scary! I'm sure there are many people using 8.3 with no issues whatsoever. Perhaps someone from support could reply to this thread listing known issues with 8.3 or stating that there are no known issues.
We are having no issues.
The details are extremely weak on what the issues are.
- You can't publish a report to the data server, you publish it to Tableau Server.
- "can't publish reports to anyone else other than the user we built it for" makes no sense. Who/What can't publish reports? Specific users? Are they Users on the Server with appropriate rights & permissions?
- "trying to switch user..." Again, that makes no sense.
It's hard to help when there are no details, only generalities.
