You should look into Site Import/Export:
This allows you to export just site Content and import into a different Server. As part of the process you can remap Users. So you can export the Default Site from the old Server and onto the new Server.

Heh, no worries. The feature was added in 8.2 and has not often been used, but this is one scenario in which it can be very useful.
I have but when I did, the users from the old server were loaded into the new server, the new server was Active directory auth, the other was local, so the new server was trying to authenticate me using Active Directory (because that was the configuration during the setup) but the actual users were local... So I was locked out. I had to restore the new server
I've restored Tableau Backup from one machine to newly installed Tableau Server, everything works fine but all the users are being shown as unlicensed other than System Admins.
I'm restoring using --no-config while restoring.
