You can do this with a calculated field.
"Week " + str((int(datepart('week',[Date])/2)*2)+1) + " - " + str((int(datepart('week',[Date])/2)*2)+2)
This will result in a display like
You can modify the strings in various combinations to get the display that you need.

Next, is it possible to replace the generic "Week 1-2" with the actual date range (i.e. Jul 6-19)?
That involves some more text parsing, but it's possible.
I created created an 8.2 workbook that has the bi-weekly date ranges. There are a number of calculated fields to keep the code tidier, but you'll have to follow through them.
Also, the first calculation that I supplied was not right. I'm pretty sure the calculations are right this time. I should have paid a bit more attention.
