Have you checked Include command buttons in the Edit Tooltip dialogue? That option have to be check marked in order the tooltip to show the tools buttons.
Also try to attach a sample workbook so that I can check the issue.
Include Command Buttons is checked in edit Tooltip.
Here we are using multiple data sources where in the data in the Tooltip comes from both he data sources.
I cannot attach the sample workbook as it is around 4 mb.
Yes you are right that this option is not available when you are adding secondary datasource to the workbook. Strange! May be someone from Tableau will explain this issue.

If you want this Include Exclude thing then I think with the help of calculated field which is like copying fields from another datasource may help you.
ATTR([Sample - Superstore - English (Extract) (copy)].[Department])
Here [Sample - Superstore - English (Extract) (copy)] is your secondary datasource & [Department] is the column which you want to include. But there are different pros & cons of this. If you will get issues regarding this, I will explain it too.
Above method is also not going to help you out because it will show you * if a single value is having multiple sub values.

I think the method can work only in case of Dimensions but in case of measures.In my workbook I have all the measures coming from the secondary data source whereas all my dimensions from primary data source.
