Conditional Format Entire Row based on another cell value

I created a calculated field, now I want to highlight the entire row based on that field.  I think I'm close, but can't get the color to apply to the entire row.  See attached image to give you an idea.

I tried to apply what I learned here (and not sure I applied it right): iS there a way to highlight or bold certain rows ( the entire row) in tableau the way you can in excel?

But, the only cells highlighted in the example at the link have numbers (relevant?), but I need to also highlight text cells based on the calculated field's true/false value.  The purpose of the "10%_Rule" calculated field is to identify where the total cost is within 10% of the estimated cost.

      Thx!
