I opened the URL on my android phone (I do not have a android tablet) with the android browser and was able to manipulate the quick filters. Are you using the Android Browser? Do you get the same results in a different browser (such as chrome)?
Can you provide more specifics on the behavior you are seeing? Does the quick filter enlarge when you tap it (it should do this for ease of use)?
You do not need an app to do what you are trying to do.

This does appear to be a firefox specific issue. From our technical specs (see link), currently we support the Android browser on android devices. Please try it on the Android browser and let me know if you are able to change the quick filters.

FYI, I installed Firefox on my android phone and was not able to get the desired behavior (touch-friendly pop-up) when tapping the quick filter that I did on the android browser.
