tableau_reader can't be used to update. If by update you mean interact with the report, then yes as long as it's a packaged workbook ( .twbx file) and end user has downloaded Tableau Reader. A much used comparison, is to think of it as an Adobe Reader, where you can't edit or create files yourself, but can view other peoples work.
