Each user who subscribes to a report creates a task associated with a schedule - therefore each task must be executed in order for all users to get their reports: The "latter" scenario that you mention.
Thanks Russell. It explains the behaviour we're seeing regarding the length of our background subscription notification tasks. Its a bit disappointing that it works like this - doesn't seem the most scaleable solution....think I might need to log an 'idea' here.

Tableau doesn't yet support a "push" metaphor that you're talking about. Individual users must subscribe to the reports they care about (pull).
If you want to try your hand at report bursting, then the following article might be handy as a way to "roll it yourself":
